“Then I heard the Lord’s voice, saying, ‘Whom shall I send, and who will go for us?’ Then I said, ‘Here I am. Send me!’” —(Isaiah 6:8, WEB)
The role of a Florida public school chaplain is becoming one of the most dynamic and impactful ministry opportunities in the United States. Recent legislation, including Florida HB 931 (2024), has opened the door for chaplains to serve in schools with written parental consent. This has created an urgent need for trained, ethical, and legally compliant Christian leaders who can serve in these unique environments with grace and integrity.
If you sense God calling you to stand in the gap for students, staff, and families, now is the time to prepare.

⚓ From Nuclear Submarine Captain to Florida Chaplain: William Toti’s Journey
One shining example of this movement is William Toti, a retired U.S. Navy captain from Brevard County, Florida. His life has been defined by leadership, service, and resilience.
After graduating from the United States Naval Academy in 1979, William rose through the ranks to command a nuclear submarine and serve as commodore of a submarine squadron. On September 11, 2001, he was in the Pentagon when the terrorist attacks occurred. Many of his friends perished that day, but William survived—an experience that reshaped his worldview and deepened his sense of purpose.
Following his retirement from the Navy in 2006, William became a business executive, helping military veterans transition into civilian careers.
He soon realized that many veterans’ greatest struggles were not with job skills, but with moral and spiritual stability. This realization led William to Christ later in life, giving him a new mission: to help others find Jesus as the anchor they need.
🚀 Training and Ordination Through Christian Leaders Alliance
William enrolled in chaplain and divinity training through Christian Leaders Institute and now serves full-time in Brevard County. His ministry spans veterans’ support and outreach to international seafarers working on cruise ships at Port Canaveral. He officiates weddings, provides pastoral counseling, and ministers to those facing spiritual challenges.
Through the Christian Leaders Alliance ordination program, William has built a full ministry toolkit—adding the ability to baptize, counsel, officiate weddings and funerals, and serve in official clergy roles. The ordination process includes:
Rigorous chaplaincy and ministry courses
Nationally recognized ordination credentials
Background check option
Soul Center registration for local ministry outreach
This same pathway prepares Florida public school chaplains to meet legal and ethical requirements, serve with compassion, and bring a credible Christian presence to school communities.
🙌 The Value of Free, Accessible Ministry Training
For William, free training was a game-changer:
“The free ministry training allowed me to explore whether my calling is real without committing substantial financial resources. It gave me the tools I need to determine if I am truly called to full-time volunteer ministry—without going into debt for the privilege of doing so.”
Like William, many volunteer chaplains in Florida begin their journey with Christian Leaders Institute’s free courses before completing ordination with the Christian Leaders Alliance. This model makes chaplaincy accessible to anyone God calls—whether to schools, veterans, seafarers, hospitals, or community outreach.
🏫 A Growing Mission Field in Florida Schools
The Florida public school chaplain role is gaining momentum thanks to state legislation like Florida HB 931 (2024), which allows chaplains to serve with parental consent. These chaplains bring presence, prayer, and pastoral care into educational environments, supporting students, staff, and families while respecting constitutional boundaries.
Through the Christian Leaders Alliance ordination program, those called to serve in schools can step into this mission with:
Legal and ethical training for public school ministry
Tools for building trust with parents and administrators
If you feel called to serve as a Florida public school chaplain or in another volunteer ministry role, the Christian Leaders Alliance and Christian Leaders Institute provide the training, recognition, and accountability you need—at no cost for the coursework.
